The USAID Municipal Energy Reform Project in Ukraine (USAID Project) conducted on September 11 a seminar for CU Kyivteploenergo (КТЕ) “Company Image Making”. The seminar covered the following important topics: - company image: role of employees, points of contact with the brand; - communication styles: peculiarities and conditions of efficient communication; - work with negative image: consumer types. Crisis communication scenarios and types of addresses; - stress management: reasons, basic techniques, recommendations; - work with media: how to work with typical addresses and requests.


In order to inform the Kyiv residents about the urgent issues arising in connection with transfer of the heating networks of PJSC "Kyivenergo" into communal owhership of the city of Kyiv (CU "Kyivteploenergo"), the team of the USAID Municipal Energy Reform Project in Ukraine, together with the Kyiv City State Administration, has created a leaflet. You will find in it the answers to the most common questions: where the consumers may receive consultations on emergency situations, on submission of the meter readings, tariffs for heating and hot water, whether it is necessary to re-conclude a contract with "Kyivteploenergo", etc.

In the middle of June, 900,000 consumers of CU "Kievteploenergo” will receive this leaflet, along with the housing and communal bills.

The USAID Project developed the pre-feasibility study on energy efficiency improvements in 60 public buildings in Zaporizhzhia. It is proposed to fund the project with credit from the European Investment Bank. The project includes seven buildings in the health protection sector, 20 secondary schools and 33 kindergartens. They all have similar problems: lack of weather-based heat supply control, need of capital renovations and flushing of the heating systems. The windows in most of the buildings are wooden and in poor technical condition, while newer PVC windows do not comply with modern requirements. On August 18th, experts of the USAID Municipal Energy Reform Project in Ukraine (USAID Project) delivered a seminar on the topic of Implementation of Energy Efficient Measures in Multiunit Apartment Buildings for residents of Kamianets-Podilskyi. The event has been initiated by the city residents themselves who contacted a local OSBB Clean Energy Support Resource Center (RC). It is one of the thirteen RCs, which have been established in the partner cities with support of the USAID Project. The seminar was attended by nearly 70 representatives of local condominium associations (OSBBs), OSBB associations, City Council, and the nongovernmental organizations engaged in the activities of OSBB creation and operation. Experts of the USAID Project told the participants about the specifics of implementing energy efficiency activities in multiunit apartment buildings and of attracting financial resources. Also, they have discussed the legislative requirements for keeping buildings in good repair, methods of conducting technical operation, intervals and scope of building maintenance and repairs. Presented at the seminar was a calculator developed by specialists of the USAID Project, which will make it possible for OSBBs to automatically calculate the values of building’s physical deterioration (of its structural units and utilities). These findings will make it possible for OSBBs to take effective decisions on conducting building inspections, identifying the scope of work required for ensuring reliability and safety of their further use. This software has been developed at the request of Resource Centers of the USAID Project partner cities.

 

On July 5, the USAID Project organized a seminar titled, “Procedures for Forming and Setting Tariffs in the Heat Supply Sector for Licensees of the National Energy and Communal Services Regulatory Commission (NECSRC). New Legislation and Current Issues”. The participants discussed the latest legislative changes and draft normative and legal acts on the regulation of tariffs for the heat supply sector, and district heating and hot water supply services. Attention was focused on the development and approval of the annual plans of the utilities licensed by NECSRC, the formation of their planned expenditure and profit as included in tariffs, as well as the formation of one-tier and two-tier tariffs for heat energy and services.

 

The “Investment Programs: Financing Sources, Specifics of Accounting and Taxation, Directions for Legislative Framework Improvement” seminar took place at the end of June. Participants included NECSRC employees and representatives of the heating and water utilities from the 17 partner cities of the USAID Municipal Energy Reform Project in Ukraine. The participants discussed the current normative and legal framework which regulates investment programs in the heating, water supply and sewage sectors as well as how to improve it. The participants also considered the issues of deposit, accounting and the use of funds in current accounts with special usage mode for making settlements under investment programs.

This mid-June has become very "hot" for the partner-cities of the USAID Municipal Energy Reform Project in Ukraine (USAID Project), and we don't just mean the weather. For instance, a European Sustainable Energy Week was held in Ukraine recently. The USAID Project partner-cities, which joined in celebrating this day, included Vinnytsia, Lutsk, Zaporizhzhia, and Sumy. With our support, these cities held eco-quests, themed conferences, and round-tables, bike-rides, brain-rings, competitions of drawings on asphalt, and a multitude of other "energy efficient" activities. In addition, the USAID Project team installed our information booths on the main squares in Vinnytsia and Lutsk. Here, city residents could obtain consultations of USAID Project experts and brochures on energy saving issues, insulation of their dwellings, installation of energy-efficient windows, creation of HOAs, etc. Schoolchildren participated in science laboratories devoted to clean energy, while the youngest residents with parents and volunteers were making toy windmills.

An official award ceremony for the winners of contest on reduction of electricity consumption which was conducted in 78 schools of 16 partner cities of the USAID Municipal Energy Reform Project in Ukraine (USAID Project) took place on June 7. Over three months, the students together with the teachers were able to save more than 41,000 kWh of electricity, which in monetary terms is UAH 78,901. The greatest success in savings of electricity was achieved in Kamianets-Podilskyi (33.5%) and Khmelnytskyi (20.5%). The average rate of consumption reduction compared to the baseline period is 17.8%. According to the terms of the contest, the winners are 16 schools (one from each city) which received  the certificates for energy audits of their school buildings, diplomas and souvenirs from the USAID Project. In addition, the contest also rewarded the students-authors of the best videos and drawings devoted to energy saving.

The USAID Project has developed the technical documentation for the City and the full set of legal papers needed for announcing a tender. The tender will be held to select a concessioner for implementing a solid municipal waste (SMW) landfill reconstruction project with the installation of a system for collecting and utilizing landfill gas to produce electricity and heat. <<

The USAID Municipal Energy Reform Project in Ukraine (USAID Project) has evaluated the preparedness of 17 partner cities for the implementation of clean energy projects based on Public Private Partnership (PPP) arrangements. It was found that all the selected clean energy projects have significant economic potential and could be realized using the PPP mechanism. Recently, the team of USAID Municipal Energy Reform Project (USAID Project) participated in the exhibition "Information Fair’2016". More than 40 international projects and organizations that provide expert advice and assistance to the relevant committees of the Verkhovna Rada of Ukraine were represented at the event. The USAID Project distributed among the Deputies, their assistants and consultants its information materials on building management, creation of condominiums, saving of energy resources and others. In addition, experts of the USAID Project talked to the exhibition visitors about importance of adopting legislation on the NECSRC, ensuring commercial metering of natural gas, etc.

On May 18, Deputy Chief of Party of the USAID Municipal Energy Reform Project (USAID Project) Dmytro Yemelyanenko participated in the exhibition AquaTherm’2016. This specialized event gathers annually more than 1,000 participants and representatives of more than 300 national and international companies who present the latest engineering solutions. The feature of this year’s exhibition was presentation of the energy saving technologies and solutions for the heating, air conditioning, water treatment systems, etc.

 In his speech, Dmytro Yemelyanenko noted that Ukraine today more than ever needs maximum concentration of its efforts to strengthen its energy security. "Implementation of the energy efficiency measures, without question, is the basis for energy independence of Ukraine. And, first of all, these measures need to be implemented in the municipal sector. For instance, the systems of lighting, transportation, water supply and sewage, heating and solid waste management require modernization. The USAID Project experts assist their partner cities on a daily basis to reduce energy consumption step by step."

Lviv became the second of the USAID Municipal Energy Reform Project (USAID Project) partner cities to hold Sustainable Energy Days activities. The date of the event is very symbolic – April 22 – International Earth Day. It is precisely on this date that various events helping people attract attention to environmental problems and try saving the planet by joint efforts taking place all over the world.

The USAID Project team contributed by setting up an information kiosk for visitors to Bohdan Khmelnytskyi Park in Lviv. Here, visitors could receive specialized brochures and tips from the USAID Project on saving energy, heat insulation for houses, the installation of energy efficient windows, etc. Children participated in scientific clean energy labs and master classes on making toy windmills. In this way, the volunteers and USAID Project team could reach out to children and tell them about renewable energy sources. Also, the USAID Project’s experts worked as jury members for the contest among 9-11 grade students from Lviv secondary schools for making energy efficient devices from materials at hand. The winners received prizes and souvenirs from the USAID Project and the Lviv City Council.

USAID MUNICIPAL ENERGY REFORM PROJECT IN UKRAINE

The primary purpose of the USAID Municipal Energy Reform Project in Ukraine (USAID Project) is to enhance Ukraine’s energy security through:

•    improvement of energy policies;
•    development of energy efficiency; and
•    increase of investments in energy sector.

Increased end-use energy efficiency combined with the increased generation of clean energy in medium-size and large cities will help in:

•    reducing conventional energy consumption in Ukraine;
•    reducing expenses for energy carriers and reducing fuel imports; and
•    reducing greenhouse gas emissions.

The USAID Municipal Energy Reform Project is making a valuable contribution to the development of USAID energy projects in Ukraine. The Project supports energy efficiency activities in achieving the overall aims and goals of the energy sector in Ukraine, including its harmonization with the energy legislation of the European Union (EU). In addition, an important task of the USAID Project is the significant reduction of greenhouse gas emissions resulting from the poor use of energy resources at the local level.

The budget of the USAID Project, which ends March 31, 2018, is USD 16.5 million.

The Project includes four major activities:

1.     Improvement of regulatory and legislative enabling environments for energy efficiency and clean energy;

2.     Promotion of energy planning, investments in energy saving technologies and use of renewable energy sources;

3.     Capacity building for the government and non-government organizations with respect to energy efficiency, renewable sources and emission reduction; and

4.     Enhancement of capacity for the Government of Ukraine in development and introduction of low emission development strategies.
