Pavlohrad is the city of oblast subordination, center of Pavlohrad district. Total area of the city is 59.3 km2. As of 1 January 2015, population of the city is 109,247 persons. Lately, the city actively cooperates with the international technical assistance projects in different sectors. Among partner organizations of Pavlohrad the United States Agency for International Development (USAID), Northern Environmental Financial Corporation (NEFCO), European Bank for Reconstruction and Development (EBRD), European Union, United Nations Development Program, etc. Within the Department of Communal Sector and Construction of the Pavlohrad City Council, there is the Unit for Reconstruction, Construction and Energy Saving.

In 2011, the city joined the USAID Municipal Energy Reform Project under which Pavlohrad Sustainable Energy Action Plan through 2015 was developed and approved.

In February 2014, Pavlohrad has officially supported the leading initiative of the European Union – the Covenant of Mayors (its signatories commit to reduce their CO2 emissions by at least 20% by 2020, thus contributing to the development of environmentally oriented economy and quality of life improvement).

In 2014, after signing of the relevant Memorandum, cooperation between the city and the USAID Municipal Energy Reform Project in Ukraine (hereinafter – the USAID Project) started. The Memorandum identified four main areas of work for municipal energy efficiency improvement and raising funds to finance the relevant measures:

1) support in development of the Sustainable Energy Action Plan (SEAP);

2) assistance in attracting investments;

3) conducting information campaign;

4) condominium resource centers supportand

5) improvement of the energy management system.
