SENIOR REGULATORY EXPERT (SHORT-TERM)

The USAID Municipal Energy Reform Project in Ukraine (USAID Project) is seeking a qualified and experienced international consultant for the following short-term position:

Senior Regulatory Expert

The consultant is expected to make a review of regulatory practice of CEE countries in the area of regulatory asset base and regulatory rate of return establishment for district heating utilities. The consultant shall prepare an analytical report over the regulatory practices.

Namely, it is expected to have the report on regulatory practices in the following countries: Bulgaria, Romania, Lithuania, Latvia, Estonia, Poland, Slovakia, Slovenia, Czech Republic, and Hungary. The regulatory practice report shall be done separately for each country and provide the following information:

1. Background information on tariff setting approaches used during transition period;

2. Provide information on assets revaluation for district heating sector utilities (purpose and timing), if such revaluation was performed;

3. If applicable for a country, provide description (outline) of legal regulations and/or other requirements for assets revaluation for DH utilities;

4. If revaluation of assets for regulatory purposes took place, provide description (outline) of method(s) used for revaluation;

5. If applicable for a country, provide country-specific information explaining the asset revaluation and how this approach effects on tariffs;

6. If applicable for a country, provide information on Regulatory Asset Base (RAB) calculation for regulatory purposes (tariff setting) and establishment of Regulatory Rate of Return.

The expected deliverable: Report on regulatory practices during period of transition in Central and Eastern European countries, in district heating sector.

SECRETARY (FULL TIME)

The Municipal Energy Reform Project in Ukraine (USAID Project), with 10 months remaining, at the main office in Kyiv is seeking qualified and experienced local persons for the following position.

Responsibilities:

•    Responsible for supporting the Project in the management of Kyiv Office;
•    Answer phones, politely addressing callers and providing connections/information as directed;
•    Greeting USAID Project office visitors and offering refreshments;
•    Print and distribute e-mails and faxes, mail; send faxes; make phone calls; update project planning boards;
•    Maintain adequate level of supplies and refreshments in office;
•    Create and maintain office message system;
•    Assist in maintaining official files and records for USAID Project program activities;

SENIOR SUSTAINABLE ENERGY EXPERT

Full time position based in Kyiv – 12 calendar months.

Working under the general supervision of the Chief of Party, and direct supervision of the Deputy Chief of Party, Senior Sustainable Energy Expert for the USAID Municipal Energy Reform Project in Ukraine (USAID Project).

Based in Kyiv, Senior Sustainable Energy Expert will have the following responsibilities:

•    Support Sustainable Energy Plans (or similar documents) preparation and adoption in USAID Project partner localities and regions;
•    Support to energy audits of municipal energy systems and buildings;
•    Upon request, review and contribute to preparation of investment proposals (developing energy audits, pre-feasibility studies, business plans) on EE and CE projects for partner cities (district heating, water and waste water, public and residential buildings sectors);
•    Provide support in identification, coordinate and support implementation of Energy Efficiency (EE) and Clean Energy (CE) demonstration projects;
•    Coordinate and contribute to training of partner cities and municipal utilities on energy management cycle;

MONITORING & EVALUATION SPECIALIST

The USAID Municipal Energy Reform in Ukraine Project (USAID Project), with one year remaining, at the main office in Kyiv is seeking a qualified and experienced local person for the position of Monitoring & Evaluation Specialist.

Full-time.

Responsibilities

•    Work with USAID Project management within the existing monitoring & evaluation (M&E) system and the M&E Plan for project activities in accordance with USAID regulations and Task Order requirements.
•    In coordination with technical project specialists, work with the defined baseline for project performance indicators and collection of baseline data. If needed, initiate and draft SOWs for new baseline assessments.
•    On a regular basis (quarterly or semi-annually), coordinate and contribute to the data collection process for context and reporting performance indicators, as per the M&E Plan. Prepare data information requests for subcontractors and counterparts involved in the M&E system, and initiate performance assessments of subcontractors and consultants.
•    Contribute to on-going monitoring of project activities, including schedules, deliverables and quality of performance.
•    Contribute to preparation of quarterly reports and annual project reviews.
•    Contribute to monitoring of energy efficiency (EE) and renewable energy (RE) investment projects in the partner cities.

Responsibilities

•    Project financial management, cost control, supervision over accounting function
•    Ensure compliance with USAID and project rules and regulations for finance and procurement areas

CONSULTANCY FOR GENDER ASSESSMENT

of the Municipal Energy Reform Project in Ukraine

1.   Background

The primary purpose of the USAID Municipal Energy Reform Project in Ukraine (the Project) is to enhance Ukraine’s energy security through:
a.   improvement of energy policies;
b.   development of energy efficiency;
c.   increase of investments in energy sector.

Increased end-use energy efficiency combined with increased clean energy generation in medium and large cities will help reduce the consumption of conventional energy in Ukraine, reduce expenses for energy carriers and import of energy resources, as well as promote reduction of greenhouse gas emissions.

The major activities of the Project include:

1.   Improvement of regulatory and legislative enabling environments for energy efficiency and clean energy;
2.   Promotion of energy planning, investments in energy saving technologies and use of renewable energy sources;
3.   Capacity building for the government and non-government organizations with respect to energy efficiency, renewable sources and emission reduction; and
4.   Enhancement of capacity for the Government of Ukraine in development and introduction of low emission development strategies.

Despite the fact that Ukraine has more progressive laws related to women compared to other post-Soviet countries, including on trafficking and domestic violence, its percentage of women in parliament, increased only to 12.02% after 2014 elections. With only 50 women among 416 (as of 26.10.2014) Ukrainian Parliament members, female representation at the national level is well below the global average of 22.8% and is far behind the regional average of women’s representation in Europe (25.7%). Currently only two women, the Minister of Education and the Acting Minister of Health Care serve in government (out of 19 ministerial positions) and a woman is heading the National Bank of Ukraine. Women’s representation in locally elected government is significantly more robust, as is their participation in local election management bodies. Women in Ukraine have a critical role to play as stakeholders and decision makers in raising energy consumption awareness and improving energy efficient behavior. Presently, women’s roles are limited because of their lack of energy consumption awareness and the GOU’s lack of capacity to define and implement comprehensive energy policies. Strengthening women’s role in the design, implementation, management and use of sustainable energy solutions is critical for reaching development goals.

The Project is promoting gender equality through a wide range of female stakeholders - female experts, female members of Parliament and female members of the Ukrainian government, through wide participation of females in trainings, seminars, conferences and workshops, through cooperation with women-driven NGOs and HOAs.

Through all the activities the Project aims to ensure that: 1) women and men have the same opportunities and are treated without discrimination; 2) resources are fairly distributed, taking into account the different needs of women and men; 3) the wide-ranging societal, political and economic effects of differences in gender roles is taken into account.

In line with USAID/Ukraine recommendations, the Project should conduct a Gender Impact Assessment to investigate the impacts of policies on women and men, learn more about gender differences in consumption and readiness to change behavior in order to address consumption as the root cause of GHG emissions; develop partnerships with civil society organizations formed by women’s and gender advocates; identify the areas in which gender is relevant and demonstrate how the gender issues are addressed, how the results are determined taking gender into account and what resources need to be provided to do this end.

2.   Purpose – analyze and review gender application in the Municipal Energy Reform Project implementation. Identify successful efforts that could be built upon and scaled up, identify any possible gaps in gender knowledge and implementation, and describe the gender-related resources and tools, which could be leveraged to improve the program performance in this area. Provide recommendations on new mechanisms and approaches to further address gender issues and maximize gender sensitivity of the program.

3.   Tasks

-   Analyze the key gender-related issues and gender-related constraints in the energy, clean energy and renewable energy sectors of Ukraine; provide quantitative, contextual information on gender dynamics within the country;
-   Analyze successes and challenges of integrating gender in Municipal Energy Reform in Ukraine Project activities. Identify program gender-related achievements, successes, gaps and opportunities for better integration of gender issues into the project activities;
-   Provide recommendations for scaling up the successful gender-related efforts in the current and future projects, for addressing the identified gaps and constraints and recommend actions to translate opportunities into action;
-   Identify and propose new types of indicators and sources of sex-disaggregated data for developing gender-appropriate indicators in the area of energy, clean energy, and renewable energy sectors for the current and future projects;
-   Review monitoring indicators and plan to ensure alignment with refined interventions where needed.

4.   Methodology
-   Comprehensive review and analysis of literature and documents, including, but not limited to relevant project documentation (Third-Party gender studies: gender analyses, assessments or research papers; MERP technical proposal, M&E plan, recent project reports, work plans, gender policies and action plans);
-   Meetings and discussions with Municipal Energy Reform Project in Ukraine management and, if needed USAID/Ukraine on how USAID addresses gender in its programs and solicit their input on key issues related to gender;
-   Interviews with selected external stakeholders and partners in the field involved in the current program, including local gender experts, NGOs, relevant associations, government sector stakeholders);
-   Presentation of the gender assessment findings and recommendations on successes and challenges of integrating gender-related issues in the energy, clean energy and renewable energy programs.

5.   Deliverables

I.   Consultant’s Gender Assessment work plan: the plan shall be prepared at the beginning of the first week of work and approved by the Chief of Party/or Deputy Chief of Party of the Municipal Energy Reform Project in Ukraine.

II.   Fieldwork report: a list of organizations/institutions visited and people interviewed with contact details – addresses, e-mails and phones (one electronic copy – in English)

III.   Gender assessment of the Municipal Energy Reform Project in Ukraine: the documents should be provided in electronic format – in English. The Project may provide any additional comments electronically within 10 working days of receipt of the draft. The document should include the overview of gender issues in Ukraine. It should discuss barriers to gender equality.

It should include description of the best practices and positive instances from the current Project activities, and how they address gender equity and concerns, and bring about change in women’s lives through the project activities. It should include provision on the existing gender gaps in the energy, clean energy and renewable energy sectors and on any possible opportunities, which may help address the gender issues by the current of future projects.

IV.   Recommendations to Further Address Gender Issues in the Current Program and Integrate Findings in the Future Programs: The final Gender Assessment and Recommendation shall be provided in the electronic format (in English) within 7 working days after receipt of comments of the draft from the Project. Recommendation should provide suggestion as to how to address the gender issues and build up on the achievements through the Project activities. It should contain the list of possible additional sex-disaggregated indicators, which might be useful for understanding of differences in behavior, which will help measure gender-related changes in the process of the energy sector reform in Ukraine and which will provide a more accurate picture of women and men’s contributions to Ukraine’s energy sector.

6.   Estimated level of efforts
The estimated level of efforts is 20 working days.

7.   Performance period
The overall performance period is from November 14, 2016 through December 13, 2016. The consultancy is expected to take 4 weeks during December 2016.

8.   Desired qualifications
The consultant should demonstrate familiarity with USAID objectives in the gender-related area and understanding of gender issues in Ukraine. Other skills should include:

-   Previous experience with gender assessments and experience in the field of gender research
-   Background and familiarity of energy, clean energy and renewable energy sectors
-   At least Bachelor’s Degree required
-   Strong interpersonal communication and oral communication and writing skills (English required)
-   Computer literacy in Microsoft Word, Excel, and Power Point

Annex 1:
Illustrative project activities in the gender-related area:
•   attract gender expertise in Project implementation;
•   improve the participation of women in decision-making at all levels;
•   take into consideration different needs, attitudes and priorities of women and men in order to develop gender-sensitive policies and measures;
•   investigate the impacts of policies on women and men, applying methods and tools such as Gender Impact Assessments;
•   include wide-ranging structural and lifestyle changes in designing its mitigation responses, not only rely on technologies and markets;
•   learn more about gender differences in consumption and readiness to change behavior in order to address consumption as the root cause of GHG emissions;
•   build Project stakeholders and beneficiaries awareness that gender analysis is a vital component of the policy-making process;
•   elevate women leadership and empower women so that their views are reflected in policy debates;
•   support attention to the inclusion of women in formal decision-making and take affirmative measures to ensure women take part in decision-making processes at all levels;
•   include gender training modules in workshops for VR and executive branch internship programs;
•   ensure that government officials are aware of gender equality provisions in laws and policies and be able to implement them;
•   work with the Ministries targeted by Project activities to ensure that gender equality laws are understood and implemented;
•   develop partnerships with civil society organizations formed by women’s and gender advocates;
•   strive for at least 30/70% female/male or male/female participation in all Project activities (not less 30% and not more 70% of each sex);
•   provide Project small grant recipients or sub-agreement recipients briefings on gender equality and gender analysis;
•   ensure Project staff accountability for developing gender-sensitive performance indicators for measuring Project success;
•   include performance indicators in the Project Performance Management and Evaluation Plan (PMEP) that would acknowledge the impact of gender relations on Project results as well as the impact of Project activities on gender relations;
•   disaggregate Project performance indicators data by sex as appropriate and feasible; and
•   clearly indicate the areas or aspects of the Project in which gender is relevant and specifically show in the Work Plan and PMEP how gender issues will be addressed, how results will be determined taking gender into account; and what resources will be provided to do this.

•    Participate in informational activities of the Project, such as trainings for journalists or field days;
•    Contribute to other Project activities related to energy management and energy efficiency measures;
•    Contribute to monitoring of project results and preparation of progress reports;
•    Provide assistance on other Project tasks on request of Project management.

Responsibilities:

SENIOR CLEAN ENERGY SPECIALIST

The Municipal Energy Reform in Ukraine Project (MERP), with 16 months remaining, at the main office in Kyiv is seeking qualified and experienced local persons for the following position:

Senior Clean Energy Specialist (full time or part time depending on availability).

Responsibilities:

Assist GOU with implementation of National Action Plan on RE by developing sub-laws, incentive mechanisms, and methodologies.
Support e-based donor coordination platform on municipal EE and RE reforms.
For each pilot city, prepare catalog of СЕ investment projects to reduce CO2 emissions.
Present catalog to stakeholders and to public in partner cities with recommendations on sources of investment for listed projects.
Based on catalogs prepared for each pilot city, create unified catalog with most attractive СЕ projects for IFIs and private investors under PPP arrangements.
Prepare investment proposals (pre-feasibility studies, business plans) on CE projects for partner cities.
Support implementation of EPCs.
Assist with investment attraction and implementation of municipal EPCs.
Assist with preparation of legal, financial and environmental documentation needed for EPC.
Assess willingness of cities to do CE PPP projects based on questionnaire to cities.
Prepare pre-feasibility studies for bio-fuel projects.
Support preparation of CE PPP projects by conducting energy audits, pre-feasibility studies and developing concepts of PPP arrangements for CE projects for selected partner cities, and discuss them with key stakeholders.
Initiate development of document set required for CE PPP projects.
Assist selected cities to initiate and implement PPP for CE projects.
Prepare catalog of CE PPP projects identified during implementation of MERP, and distribute it to potential investors and IFIs.
Assist cities and utility management in other aspects of implementation clean energy projects.
Participate in monitoring of the project results.
Contribute to other Project activities related to clean energy.
Provide assistance on other Project tasks on request of Project management.

Required Skills and Qualifications:

Bachelor (Master) Degree in energy related fields or its equivalent.

At least 7 years of professional experience in renewable energy area, preferably with technical assistance projects funded by USAID or other international donors.

Experience in performing energy audits of utilities, preparation of prefeasibility studies on renewable energy, implementation of renewable energy projects/
Experience in assistance of development renewable energy related legislation and sub-legislation acts/
Knowledge of USAID procurement regulations/

Senior Clean Energy Specialist: Full-time

Responsibilities:

•    Under the guidance of COP / DCOP, assist Government of Ukraine (GOU) with implementation of National Action Plan on Renewable Energy (RE) by developing sub-laws, incentive mechanisms, and methodologies.
•    Participate in seminars, trainings and round table discussions on municipal RE/EE issues.
•    Contribute to donor coordination on municipal Energy Efficiency and Renewable Energy reforms.
•    Support preparation of catalogues with most attractive RE/EE projects for IFIs and private investors under PPP arrangements.
•    Train partner cities and/or municipal utilities in preparation of RE/EE investment proposals (pre-feasibility studies, business plans).
•    Prepare and/or support preparation of investment proposals (pre-feasibility studies, business plans) on RE/EE projects for partner cities, with recommendations on sources of financing.
•    Present and discuss investment proposals with key stakeholders.

Responsibilities:

•    Under supervision of COP and/or DCOP, assist GOU in review, approval and implementation of National Action Plan on EE by developing sub-laws, incentive mechanisms, and methodologies;
•    Provide support and analytical input to the development of EE legislation and sub legislation, including, but not limited to: ESCO sub-legislation, Law on Commercial Metering, Law on Housing & Communal Services.
•    Provide regular assistance to GOU working groups to initiate and develop legal and regulatory documents on municipal EE.
•    Contribute to donor coordination on municipal Energy Efficiency and Renewable Energy reforms.
•    Support development, review and approval of EE standards.
•    Support implementation and dissemination of energy management certification programs.
•    Support SEAPs development and adoption in MERP partner cities.
•    Provide assistance (trainings and field support) to the municipalities on monitoring of SEAPs implementation. Prepare monitoring reports on status of SEAPs implementation at the cities.
•    Assist cities and utility management in establishing energy management functions. On as needed basis, train partner cities and their municipal utilities on energy management cycle.

•    Organizing training seminars for companies, ESCOs and technical specialists, focused on the advantages and benefits of energy performance contracting, energy management;

SENIOR FINANCE AND PROCUREMENT MANAGER

The Municipal Energy Reform in Ukraine Project (MERP), with two years remaining, at the main office in Kyiv is seeking a qualified and experienced local person for the following position:

Senior Finance and Procurement Manager: Full-time

Responsibilities:

•    Financial reporting: monthly, quarterly and ad hoc reports.
•    Responsible for day to day cost control.
•    Responsible for review of invoices submitted by sub-contractors for accuracy and compliance with the contract requirements and making recommendations on payment processing.
•    Management reporting: monthly (accruals, cash requests, budget statements), and ad hoc reports.
•    Procurement planning, coordination, preparation or review of procurement documents: requests for proposals, quotations and technical requirements.
•    Responsible for drafting relevant justifications for USAID, budget reviews and cost/price analysis, preparation of contract modification requests or draft contract mods for IRG HO.
•    On case by case basis preparation and/or review of contracts related to MERP activities.
•    Participation and/or direct supervision of the sub-contractor performance, receipt, review and distribution of the relevant reports. Resolution of issues related to contractor performance.
•    Contract close out and reconciliations with the suppliers of goods and services.
•    Management reporting on procurement: quarterly, ad hoc reports.
•    For grants: preparation of the exceptions to competition justifications and requests for USAID approval
•    Receipt and registration of the applications on behalf of the project, distribution of applications to the members of the Grant Committee (limited).
•    Responsible for documenting the selection process, including drafting minutes of the meetings, selection memorandums and other relevant documents.
•    Negotiation with the potential grantee with respect to technical comments from the Committee, cost and price analysis of the proposed budget, including cost sharing (matching) arrangements.
•    Preparation of the grant agreements, agreement modifications and coordination of the agreement placement process.
•    Provision of required post-award approvals, instructions, or guidance and if necessary technical assistance to grantees.
•    Monitoring of the grantees’ performance and progress in accordance with the approved monitoring and evaluation program, including field visits on “as needed basis”.
•    Ensures that the grantees monitor and evaluate the impacts of their own activities using the impact indicators and baseline data.
•    Monitors the timely submission of progress reports by grantees and ensure that these reports track accomplishments and impact data.
•    Receives financial reports and review for compliance with grant financial plan and budget, activities, and work plan etc., monitors grantee cost-sharing contributions.
•    If necessary initiates financial reviews or audits for the grantees, acts as a key person in monitoring resolution of the review / audit findings.

Minimum Required Skills and Qualifications:

•    Master degree in Finance or Economics or its equivalent
•    At least 8 years of professional experience in financial management area
•    Good knowledge of USAID financial management and procurement regulations (contracts and grants)
•    At least 3 year experience in procurement and grants/contracts management in compliance with USAID regulations
•    Knowledge of Ukrainian regulations related to international technical assistance projects
•    Fluent spoken and written English

Monitoring & Evaluation Specialist: Full-time

Responsibilities:

•    Work with MERP management within the existing monitoring & evaluation (M&E) system and the M&E Plan for project activities in accordance with USAID regulations and Task Order requirements.
•    In coordination with technical project specialists, work with the defined baseline for project performance indicators and collection of baseline data. If needed, initiate and draft SOWs for new baseline assessments.
•    On a regular basis (quarterly or semi-annually), coordinate and contribute to the data collection process for context and reporting performance indicators, as per the M&E Plan. Prepare data information requests for subcontractors and counterparts involved in the M&E system, and initiate performance assessments of subcontractors and consultants.
•    Contribute to on-going monitoring of project activities, including schedules, deliverables and quality of performance.
•    Contribute to preparation of quarterly reports and annual project reviews.
•    Contribute to monitoring of energy efficiency (EE) and renewable energy (RE) investment projects in the partner cities.
•    Search news sources on a daily basis and report news bullets relevant to MERP work.
•    Contribute to other MERP activities as requested by MERP management.

Minimum Required Skills and Qualifications:

Public Outreach and Media Specialist: Full-time

Responsibilities:

•    Assist in organization, coordination, and implementation of all project activities related to the public information campaign and public outreach activities.
•    Work with 17 municipalities to help them implement their MERP communication strategies and outreach campaigns.
•    Maintain strong relations with the national and regional media in MERP partner cities; assure media monitoring.
•    Write scenarios, press releases, talking points and develop informational packages for MERP activities.
•    Assist in creating project materials and templates, e.g., project fact sheets, a contacts database, brochures, stationery, to ensure consistent branding across the project team.
•    Develop “Success Stories” highlighting project accomplishments according to USAID guidelines. On a regular basis prepare information on project accomplishments for USAID/Ukraine “Insight” and “Spotlight” information bulletins.
•    Liaise with MERP counterparts, beneficiaries, and staff members; (maintain ongoing record of interactions, feedback, and information provided to stakeholders).
