Statement of Work for Anti-Corruption Expert

The Anti-corruption Expert will organize and lead the implementation of sub-task 1.4.3 “Increasing transparency and reducing corruption in the energy sector” and will contribute to all other project activities to establish high level of transparency in MERP activities.  He/She will report to COP and DCOP and will perform various tasks including, but not limited to, preparation of program descriptions and work plans for local partners to set-up a transparency and anti-corruption platform, conduct monitoring and surveys, and contribute to better disclosure and public participation in energy sector activities. He/She will play an active role in coordination of local NGOs and consultants involved in these activities, presentations to USAID, donors, and GOU on anti-corruption issues. He/She will be fully familiar with a wide range of anti-corruption issues that may be raised in such settings to be able to properly respond to questions and concerns, and develop effective remedies if needed. The Anti-corruption expert will be involved and directly responsible for the following activities: 

•assess current situation on anti-corruption efforts in Ukraine, i.e. their legal basis and enforcement tools;

•identify and establish contacts with local NGOs, mass media, and associations of private sector participants, involved in anti-corruption activities, primarily in the energy sector; 

•establish working framework and regular coordination with the GOU agencies in the energy sector to promote transparency of their activities, i.e. procurement, tariffs setting, etc;

•initiate partnerships with local NGOs on monitoring, analyses, and public disclosure of energy sector information that has been, to date, hidden from the public and used to get unfair and illegal advantage by corrupt public officials and affiliated businesses;

•develop program description and initiate partnership with local NGOs on energy sector discussion platform for business people, politicians, and experts from Ukraine and abroad on transparency and anti-corruption issues;

•coordinate and facilitate effective dialogue between key stakeholders, including state and regional authorities, NGOs and mass media with the primary purpose of demanding greater transparency and disclosure by GOU and its agencies;

•support development of necessary public information tools needed by society advocacy/'watchdog' groups to identify potential areas of corruption; 

•oversee implementation aspects of the anti-corruption sub-task and contribute to regular reporting to MERP management and USAID;

•participate in different anti-corruption forums and events and take an active role in donor coordination efforts on transparency and anti-corruption in the energy sector;

•support and contribute to preparation of key project documents (WP, PMP, MOUs with Government ,etc. on transparency and anti-corruption issues);

Position requirements: 

Master Degree in Economics, Finance, Business Administration and/or relative technical field, at least 3 years’ experience in the energy sector in Ukraine with minimum of 5 years program management and administration experience in international projects or donor organizations. Proven level of expertise and knowledge of the energy sector and experience of cooperation with civil society organizations, mass media, and local NGOs in the energy sector. Good contacts and cooperation with GOU agencies and private sector participants involved in the energy sector. Proficiency in English, Ukrainian and Russian.
