Statement of Work for Clean Energy and GCC Senior Expert - Activity 4
The Senior Expert’s role is to work together with COP and DCOP on execution of project tasks primarily related to Activity 4 EC LEDS, reporting directly to COP. He/She will lead Activity 4 EC LEDS tasks and will perform various tasks including, but not limited to, preparation of work plans related to EC LEDS, coordination of sub-contractors and consultants related to EC LEDS, presentations to USAID, donors, and GOU on LEDS and GCC issues. He/She will be fully familiar with a wide range of issues that may be raised in such settings to be able to properly respond to questions and concerns, and to relay such concerns back to the contractor`s team with sufficient understanding such that effective remedies can be developed. He/She will deliver tasks and milestones per the direction of COP and DCOP:
•oversee implementation aspects of the Activity 4 of the MERP in consultation with the COP and DCOP. In this capacity, he/she will direct the efforts of local and international subcontractors implementing the EC LEDS project activities, make decisions on acceptance of deliverables, update of schedules and other modifications;
•establish working framework and regular coordination with the GOU agencies involved in EC LEDS process, i.e. supportive to re-launch of GOU working groups to advance LEDS and GCC policy development;
•contribute and provide professional judgment on technical and legal documents related to LEDS and GCC developed by MERP subcontractors, i.e. LEDS capacity building, GHG Inventories, analytical tool TIMES-Ukraine, TNAs, others;
•responsible for day-to-day management of Activity 4 and achievement of the expected results related to EC LEDS (as per Project Work Plan and Project Performance Monitoring and Evaluation Plan);
•attend the LEDS and GCC meetings with COR and other USAID personnel, i.e. contribute to LEDS and GCC reporting, as requested by USAID;
•support and contribute to preparation of key project documents (WP, PMP, MOUs with Government, SOW for subs, etc in LEDS related areas);
•drawing upon his/her strong relationships with GOU and with donors on GCC issues, the Senior Expert will also play an active role in donor coordination effort, leveraging of USAID and donor-funded projects, and liaison with private sector.
Position requirements:
The Senior Expert should possess the following experience and qualifications: knowledge, skills, and project management experience in implementing GCC and/or EC-LEDS type projects in the CIS region, developing national low emissions strategy, experience working with analytical software tools, working with host government, international donors and local organizations; proven strategic planning, effective communicator both written and verbal, and economic and financial analysis skills; fluency in English (Russian or Ukrainian desirable).
