The USAID Municipal Energy Reform Project is prepared to assist the pilot cities in developing applications for loans on special terms (interest rate of about 1.31% per annum in Euro) from the European Investment Bank for communal infrastructure modernization.

ATTENTION! The deadline for submitting proposals to participate in joint projects with the European Investment Bank’s “Program on the Development of Ukraine’s Municipal Infrastructure” was extended till 15 March 2016.

Loan provision terms envisage financing of investment projects in the heating, water supply, and sewage sectors; improving building energy efficiency, street lighting and solid waste management.

Total loan repayment period (with grace period):

∙    15 years – for projects in street lighting and solid waste management;
∙    22 years – for projects in district heating and building energy efficiency;
∙    30 years – for projects in hot water supply, district and non-district drinking water supply, sewage.

Grace period:

∙    3 years – for projects in street lighting and solid waste management;
∙    5 years – for projects in district heating and building energy efficiency;
∙    8 years – for projects in hot water supply, district and non-district drinking water supply, sewage.

The Project has already provided assistance to Khmelnytskyi and Chernihiv in filling out the proposal for competition, and is prepared to help other pilot cities in developing feasibility studies according to the submitted proposals.

In support of its interest, the management of pilot cities needs to send a letter with the relevant request to Dmytro Yemelyanenko, USAID Project Deputy Chief of Party, and attach copy of the filled out application.
