Attention! The USAID Municipal Energy Reform Project in Ukraine (USAID Project) announces a competitive selection of partner cities and/or territorial communities in Odesa Oblast. One of the key elements in the implementation of the USAID Project is work with the partner cities on improved efficiency in the use of municipal energy resources by training specialists and providing assistance in the development of Sustainable Energy Action Plans (SEAP) or similar documents which identify energy development and promote the reduction of greenhouse gas emissions. These plans are based on energy audits of the energy supply systems and systems for the provision of communal services. In addition, the USAID Project provides support to the cities in the development of municipal energy management systems and assists in raising financing for the implementation of the measures identified in the energy plans and SEAPs. 

Directions of cooperation between the USAID Project and selected pilot cities and/or territorial communities in Odesa region may include:

·         Energy audits (scanning) of the key energy systems (SEAP sectors: heat supply, water supply, transport, solid waste, etc.);

·         Energy audits of buildings (as a preliminary phase in preparation for demonstration projects or feasibility studies and business plans);

·         Assistance in developing or finalizing SEAP or other energy plans;

·         Creation of catalogs of investment projects, as well as investment programs, if needed;

·         Development of project proposals for IFIs (EBRD, NEFCO, EIB) or private investors (PPP);

·         Assistance in the creation and improvement of the energy management system (organization of trainings, development of documents etc.);

·         Assistance in organizing work in current IFI projects;

·         Legal support for the implementation of PPP and ESCO mechanisms, trainings on PPP and ESCO;

·         Establishment and support of existing Condominium and Clean Energy Resource Centers; and

·         Information campaigns (information materials, press briefings, social TV videos; specialized TV shows, conferences).
