USAID Project Support in SEAP Development in Vinnytsia
To achieve the objectives defined by the Covenant of Mayors, the city has developed in 2013 a SEAP which was approved by the resolution of the Vinnytsia City Council #1356 of 06/21/2013. The European Commission has adopted Vinnytsia SEAP with some comments and suggestions for improvement.
The USAID Project specialists, together with the City Council specialists and representatives of the municipal communal utilities, prepared the changes proposed by the European Commission for inclusion in Vinnytsia SEAP and developed the annexes required for its effective implementation. The developed documents have incorporated significant changes in the state energy efficiency policy and use of renewable and alternative energy sources.
The basis for development of the set of energy efficiency measures included in the SEAP were the results of energy audits conducted in key sectors of the municipal infrastructure. Participants of the study were leading Ukrainian experts who, together with the specialists of the Executive Committees and municipal utilities, have developed several dozen investment proposals collected in the catalogs of investment projects. For each project included in the SEAP, the experts on financial, investment and strategic planning identified the best financing sources and strategy.
SEAP of Vinnytsia envisions realization of over 50 investment projects for a total amount of 2, 5 billion UAH, including those focused on creation of energy complex in municipal purification facilities for district heating purposes, and construction of biomass boiler to generate thermal energy for one of the residential districts.
If implemented successfully, Vinnytsia will be able to reduce CO² emissions by 447,800 t/year, or 21.42% of the baseline year (2010) emission levels, save annually 32, 392 m³ of natural gas, reduce energy resources consumption by over 1, 16 million MWh.
