The electronic system for the daily monitoring of energy consumption in public buildings, “Energobalans”, was launched in Khmelnytskyi in 2013. It allows the control and analysis of the efficiency of energy consumption by 136 buildings financed from the municipal budget. The daily monitoring allowed for the more active implementation of energy saving measures and reduced energy consumption by the public buildings in 2014 compared to the previous periods by an average of 5-10%.

In the Report on Results of Analysis of Efficiency in Fulfillment of Khmelnytskyi Municipal Energy Plan for 2012-2016  publicized in the web site of the Khmelnytskyi City Council, the following energy saving results for the last years are presented.

The USAID Project provides methodological and advisory assistance in improving and bringing the energy management system into compliance with the requirements of ISO 50001. In particular, the specialists work on the development and implementation of the comprehensive energy management system in district heating and connected buildings. It provides for the complete equipment of the heating district with metering units, heat load controls and electricity consumption controls, monitoring of energy efficiency indicators and quality of heat supply in the heating district; pre-feasibility study and monitoring of actual feasibility of the energy efficiency projects. It also envisages the equipment of the boiler houses and heating networks with automated control systems, and systems for collecting, processing, analyzing and storing information. The project objective is the improvement of heat supply quality, ensuring a comfortable heat regime in the buildings with the minimum possible consumption of fuel and electricity.
