The basis for development of the complex energy efficiency measures included in the SEAPs of USAID Project partner cities were the results of conducted energy audits in major sectors of the municipal infrastructure. The study was conducted by the leading experts of Ukraine who, together with the specialists of the City Executive Committees and communal utilities, have developed several dozen investment proposals collected in the catalogs of investment projects. For each project included in the SEAP, the experts on financial investments and strategic planning identified the best financing sources and strategy. Lutsk Sustainable Energy Action Plan for 2012-2025 (in updated version of 2015) was approved by the City Council decision №79/2 on 6 October 2015.

Implementation of SEAP in full scope will allow to reduce CO₂ emissions before 2025 by 229,492 t/year which will be 31.2% of the baseline (2007). Under the current development scenario of the municipal economy, amount of CO₂ emissions for some sectors may achieve in 2025 800 th. t which is 8.8% more than amount of emissions in 2007.
