To achieve the objectives defined by the Covenant of Mayors, the city developed 3013-2030 Kramatorsk Sustainable Energy Action Plan (SEAP), which was approved by the City Council Resolution No. 48/vi-86 on 22 April 2015.

Kramatorsk SEAP will be implemented with three sets of investment projects between 2015 and 2030. Major investments will be made into electricity, thermo-modernization of apartment buildings and public buildings of the city. The second set of investment projects will focus on the improvement of central heat supply, water supply and sewage systems. The third investment will be used to renew street lighting, public transport, etc.     

Energy efficiency measures outlined in the SEAP were based on energy audits of main city infrastructure sectors. The study was conducted by leading Ukrainian experts, who joined in with the City Council and supply company representatives to develop investment proposals. The USAID Project team helped to prepare the Catalogue of investment projects to present general technical and economic characteristics of the projects to the city management, banking institutions and potential investors. Besides a list and description of projects, the Catalogue outlines expected results of the Kramatorsk SEAP projects.

The implementation of all SEAP measures before 2030 will reduce СО2 emissions by 481,700 t/year, or 61% of the baseline year (2012), reduce annual energy consumption by 64,900 thousand m3 of natural gas, 268,400 MWh of energy and 15,600 tons of coal.
