To achieve the goals identified by the Covenant of Mayors, the city developed the Sustainable Energy Action Plan of Sumy for 2015-2025 (SEAP).

The basis for developing the complex energy efficiency measures included in the SEAP were the results of energy audits conducted in major sectors of the municipal infrastructure. The study was conducted by the leading experts of Ukraine who, together with the City Executive Committee and communal utilities, developed several dozen investment proposals. To make the implementation of the Sumy SEAP more effective, the USAID Project team collected the project proposals into a catalog of investment projects. For each project included in the SEAP, the experts on financial investments and strategic planning identified the best financing sources and strategy.

THE CATALOG OF INVESTMENT PROJECTS IS UNDERGOING THE APPROVAL PROCEDURE. THE NUMBERS BELOW WERE TAKEN FROM THE DRAFT DOCUMENTS. AFTER APPROVAL OF THE CATALOG, THE NUMBERS WILL BE UPDATED.

The implementation of SEAP measures in full before 2025 would: reduce CO2 emissions by 151,200 t/year or 29.5% of the baseline year (2013); save 20.6% (360,800 MWh) of energy resources a year; replace 11.4% of conventional energy sources with renewable and alternative sources; reduce annual expenses for fuel and energy resources at least by UAH 339.6 million.
