For achievement of the goals identified by the Covenant of Mayors, the city, with the USAID Project support, has developed Pavlohrad Sustainable Energy Action Plan for 2015-2030 (SEAP). The document was approved by Pavlohrad City Council on May 23, 2017.

The basis for development of the complex energy efficiency measures included in the SEAP were the results of conducted energy audits in major sectors of the municipal infrastructure. The study was conducted by the leading experts of Ukraine who, together with the specialists of the City Executive Committee and communal utilities, have developed the list of investment project proposals. For presentation of the general technical and economic characteristics of these projects to the city, banking institutions and potential investors, the annex was developed – the Registry of Investment Projects. It also presents expected results from Implementation of projects included in the Pavlohrad SEAP. As a result of SEAP implementation, Pavlohrad plans to reduce CO2 emissions by 20% through 2030.

Implementation of SEAP measures in full will allow to achieve reduction of CO2 emissions through 2030 by 75.6 th. t/year or 20% of the baseline year (2010); reduce energy resources consumption in the amount of 26,600 th. m3 of natural gas, and 10,600 MWh of electricity a year.
