The USAID Municipal Energy Reform Project is implementing an information campaign, including in Pavlohrad, as teaching Ukrainians to be the responsible consumers of energy resources is a very important task. The information campaign measures can give a significant effect with relatively low expenses. As a result, everyone can feel own responsibility for heat and comfort in the apartments, for management of own housing, etc. Local Pavlohrad television was broadcasting “Your Home” TV show developed with support of the USAID Project on TV channel UA:PERSHYI. The Sustainable Energy Days take place in the city for two years in a row.

In spring, six secondary schools of Pavlohrad participated in the competition on energy saving conducted within the framework of the USAID Project. Pavlohrad secondary school # 8 became one of the winners.

The Registry of Investment Projects also includes the information (“soft”) measures. The Project provides for the changes in the building codes and rule, preparation and implementation of the programs on certification of public and residential buildings; implementation of the demonstration and pilot projects and programs; change of the tariff policy with use of the investment component; creating incentives for attraction of investors and external loans for energy efficient modernization of the public buildings sector; establishment of the municipal energy agency, development of the information portal for monitoring of condition of all buildings in the city; implementation of a three-year PR campaign for media and residents; introduction of the long-term training programs on energy efficiency for educational establishments; creation of the municipal library on energy saving.

Separate assessment of amounts of СО2 emission reduction and saving of energy resources was not conducted during implementation of the information measures, because the priority task was to change mentality of the public and officials, improve the investment climate, and, accordingly, facilitate project implementationin the main sectors.
