Zaporizhzhia Plans Implementation of Energy Efficiency Program in 60 Public Buildings
The USAID Project developed the pre-feasibility study on energy efficiency improvements in 60 public buildings in Zaporizhzhia. It is proposed to fund the project with credit from the European Investment Bank. The project includes seven buildings in the health protection sector, 20 secondary schools and 33 kindergartens. They all have similar problems: lack of weather-based heat supply control, need of capital renovations and flushing of the heating systems. The windows in most of the buildings are wooden and in poor technical condition, while newer PVC windows do not comply with modern requirements. The walls are not insulated; their thermal characteristics are 2-2.5 times lower than the norms, etc. A survey revealed that temperature norm is not observed on the premises of 41 objects.
The Project developed three packages of energy efficiency measures that can be implemented within the framework of the project.
Package # 1 envisages the implementationof only highly profitable and quick-payback EE measures. The total saving of energy resources from its implementation would be 7.53% of the baseline level. In particular, the annual reduction of heat energy consumption is expected in the amount of over 2,700MWh, and greenhouse gas emissions would fall by 1.3 th. t/year. The amount of investment required for implementing the first package of measures is almost UAH 23 million.
Package # 2 adds energy efficiency measures with optimal cost-effectiveness and a payback period that ensures a significant reduction in the consumption of fuel and energy resources (FER). It is expected that the total saving of FER would reach 51.6% of the baseline level. The reduction of heat energy consumption is expected in the amount of 21.800 MWh annually. СО2 emissions be 6,700 t/year. The amount of investments required for implementation of the second package of measures is over UAH 422 million.
Package of measures # 3 offers a comprehensive thermal modernization of all 60 buildings and the achievement of the maximum reduction (57.9%) of FER consumption. The annual reduction of heat energy consumption is expected to amount to 24,500 MWh. СО2 emissions should fall by 7,600t/year. The amount of investments required for implementing the third package of measures is over UAH 556 million.
