USAID Project Support in SEAP Development in Kyiv
To achieve the goals identified by the Covenant of Mayors, the city,with the USAID Project support, has developed Kyiv Sustainable Energy Action Plan for 2016-2030 (SEAP). For improvement of municipal energy planning, the document is divided into two periods: 2018-2020 which was developed in full and adopted on 17 May 2018, and 2021-2030 (in the process of development).
The basis for developing the comprehensive energy efficiency measures included in the SEAP were the results of energy audits conducted in major sectors of the municipal infrastructure. The study was conducted by the leading experts of Ukraine who, together with the specialists of the City Executive Committee and communal utilities, have developed a list of investment project proposals. To present the general technical and economic characteristics of these projects to the city, banking institutions, and potential investors, a separate annex was developed – the Registry of Investment Projects (hereinafter – the Registry). It also presents the results expected from SEAP investment projects. As a result of SEAP implementation, Kyiv plans to reduce CO2 emissions by 25.3% through 2030.
Implementation of SEAP measures in full will reduce CO2 emissions through 2030 by 3,220.7 th. t/year or 25.3% of the baseline year (2013). Implementation of the projects included in the Registry will reduce resources consumption in the amount of 1,179,600 th. m3 of natural gas, and 696,900 MWh of electricity.
