Kharkiv signed a Memorandum of Understanding with the USAID Municipal Energy Reform Project in Ukraine on 23 March 2017. Under this memorandum, the Project will help the city in developing an effective energy management system. In addition, energy audits of the communal systems and public buildings will be conducted in Kharkiv for the development of the Greenhouse Emission Cadaster and Catalogue of Investment Projects in Energy Efficiency, with their further incorporation into the Sustainable Energy and Climate Action Plan of Kharkiv.

The cooperation will include the conducting of professional training and supporting the development of business plans and feasibility studies for the implementation of energy efficiency projects. The USAID Project will promote the attraction of investments in energy efficiency, and assist in the preparation of the project proposals for international financial institutions and private investors.

The city will also receive support for information campaigns that will help raise the level of public awareness of energy efficiency issues and the implementation of measures using alternative energy sources.
