Vinnytsia
Total area of Vinnytsia is over 113 km2. City population is 378,300 persons. In 2016, Vinnytsia was on top of the rating of cities in which residents are satisfied with the quality of life and services, and with interaction with city authorities, according to the results of the second nationwide questioning. The city is actively cooperating with the US Agency for International Development (USAID), Nordic Environment Finance Corporation (NEFCO), the European Bank for Reconstruction and Development (EBRD), the State Secretariat for Economic Affairs of Switzerland (SECO), the Government of Switzerland and other foreign partners. Currently, the project "District Heating Energy Efficiency in Ukraine" is being implemented in Vinnytsia with the World Bank credit funds. Another project "Reconstruction of S. Zulinskoho Residential District" is implemented in cooperation with the State Secretariat for Economic Affairs of Switzerland (SECO).
There is the Energy Management Unit within the Department of Energy, Transport and Communication of the Vinnytsia City Council. In 2011, Vinnytsia officially supported the leading European Union initiative – the Covenant of Mayors (its signatories commit to reduce their CO2 emissions by at least 20% by 2020, thus contributing to the development of environmentally oriented economy and quality of life improvement) and also became one of the participants of the USAID Municipal Heating Reform Project in Ukraine. Within the framework of this Project, the Municipal Energy Plan was developed – a document that is part of the strategic municipal plan in the areas of energy efficiency and energy saving. The City Council approved it at the end of 2011.
In 2014, after signing of the relevant Memorandum, cooperation between the city and the USAID Municipal Energy Reform Project in Ukraine (hereinafter – the USAID Project) started. The Memorandum identified four main areas of work for municipal energy efficiency improvement and raising funds to finance the relevant measures:
1) development or improvement of the Sustainable Energy Action Plan (SEAP);
2) improvement of the energy management system;
3) assistance in attracting investments;
4) conducting information campaign.
