Kramatorsk
Kramatorsk is a city of Donetsk oblast subordination. The total area of the city is 356 km2. The population of Kramatorsk is 163,800 people.
The city has cooperated with international financial organizations and projects, including the US Agency for International Development (USAID), European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB), Northern Environmental Financial Corporation (NEFCO), World Bank, etc. The Kramatorsk City Council has established the Department of Transport, Energy and Communicationsto implement the state policy for comprehensive development and reform of transport, energy and communications.
In 2009, Kramatorsk City Council joined the USAID Municipal Heating Reform Project in Ukraine. In 2010, within the framework of this project the City Council developed and approved the Municipal Energy Plan, which is a constituent part of the City Energy Efficiency and Conservation Strategy.
On 3 October 2012, Kramatorsk became the first city in Eastern Ukraine that supported the leading European union initiative – the Covenant of Mayors (its signatories commit to reduce their СО2 emissions by at least 20% by 2020, thus contributing to the development of environmentally-friendly economy and higher quality of life). On 24 July 2013, Kramatorsk approved 2013-2015 Kramatorsk City Energy Efficiency Program.
In 2014, after signing of the relevant Memorandum, cooperation between the city and the USAID Municipal Energy Reform Project in Ukraine (hereinafter – the USAID Project) started. The Memorandum identified four main areas of work for municipal energy efficiency improvement and raising funds to finance the relevant measures:
1) development or improvement of the Sustainable Energy Action Plan (SEAP);
2) improvement of the energy management system;
3) assistance in attracting investments;
4) support of condominium resource center;
5) conducting an information campaign;
6) effective international partnership for investments: Kramatorsk.
